The Government have just announced a consultation to relax some planning laws which, if passed, will remove red tape around fitting larger air source heat pumps or more than one heat pump to a property in England. They pose questions around current and possible future noise levels/position of heat pump, and the allowance for additional units on flats and detached properties.
